We cut ordinary glass with ordinary scissors
I once watched a video on the Internet where they cut ordinary glass with ordinary scissors under water. And there were dozens of comments under the video. Some said it works, others said it was all nonsense.
Naturally, in the spirit of myth busters, I decided to try it, and actually there was a small need - to make a hole in the window for a small fan. (You know, a couple of computers in one room make themselves felt....)
The first thing I did was remove the window from its hinges.

I carefully tore off the slats on the sides and exposed the glass.

I filled a small container with water and lowered the glass into it. Next, I took scissors and tried to cut a piece to check. I won’t say that everything went swimmingly - there are some difficulties. In general, it worked out.

Continuing work.

In fact, scissors do not cut glass, but chip off piece by piece, so it is simply impossible to get straight sides.

Then it is necessary, also under water, to walk along the cut edges with sandpaper to remove nicks and chips.
After everything, I inserted the glass into the frame and installed the fan.

When working with glass, be especially careful and attentive. For example, during these simple operations I cut myself twice, fortunately not deeply.
Good luck!
